Samarinda – Komisi Pemilihan Umum (KPU) Kalimantan Timur (Kaltim) menggelar acara sosialisasi terkait penyusunan visi, misi dan program bakal calon yang harus disesuaikan dengan Rencana Pembangunan Jangka Panjang Daerah (RPJPD).
Acara yang bertempat di Hotel Mercure Samarinda, Jumat (2/7/2024) itu juga membahas sosialisasi Peraturan KPU (PKPU) Nomor 8 Tahun 2024 tentang Pencalonan Gubernur, Wakil Gubernur, Bupati, Wakil Bupati, Wali Kota dan Wakil Wali Kota.
Ketua KPU Kalimantan Timur Fahmi Idris mengungkapkan bahwa acara ini seharusnya sudah dilaksanakan lebih awal. “Namun, karena kami masih disibukkan dengan pelaksanaan penghitungan ulang surat suara (PUSS), maka baru bisa dilaksanakan hari ini,” ujarnya.
Fahmi menjelaskan bahwa sesuai dengan PKPU Nomor 8 Tahun 2024, setiap bakal calon harus menyusun visi, misi dan program yang sesuai dengan RPJPD masing-masing daerah.
“Jika nanti calon gubernur, maka visi dan misinya harus sesuai dengan rencana jangka panjang pembangunan daerah untuk Kalimantan Timur. Begitu pula untuk bupati atau wali kota, harus disesuaikan dengan rencana jangka panjang pembangunan kabupaten atau kotanya masing-masing,” tambahnya.
Lebih lanjut, Fahmi juga menyinggung beberapa isu strategis yang menyebabkan pengesahan dan penerbitan PKPU Nomor 8 Tahun 2024 sedikit terlambat dibandingkan yang sebelumnya. “KPU juga harus menunggu keputusan Mahkamah Konstitusi terkait judicial review, salah satunya mengenai batas umur calon,” jelasnya.
Dalam PKPU Nomor 8 Tahun 2024, ditetapkan bahwa batas umur minimal untuk calon gubernur dan wakil gubernur adalah 30 tahun pada saat pelantikan, bukan pada saat pendaftaran.
“Sedangkan untuk calon bupati dan wali kota, batas umur minimal adalah 25 tahun pada saat pelantikan,” lanjut Fahmi.
Selain itu, terkait periodisasi, Fahmi menyatakan bahwa pejabat (Pj) atau pelaksana tugas (Plt) yang telah melaksanakan tugas lebih dari 2 tahun setengah, maka dianggap sudah menjalani satu periode.
“Ini juga dihitung pada saat pelantikan,” tuturnya.
Acara sosialisasi ini diharapkan dapat memberikan pemahaman yang lebih baik mengenai penyusunan visi, misi dan program yang sesuai dengan RPJPD serta peraturan pencalonan terbaru.
“Kami berharap dan teman-teman yang ada di sini bisa menjadi pelopor-pelopor terkait dengan tingkat partisipasi,” tandas Fahmi.
