Samarinda – Pindah ke Ibu Kota Negara (IKN) Nusantara menjadi kesempatan bagi aparatur sipil negara (ASN) untuk meraih kehidupan yang lebih baik.
Menurut pejabat fungsional di Kementerian Komunikasi dan Informatika (Kemenkominfo) Farida Dewi Maharani, dia bersedia pindah ke Nusantara untuk menuju hal yang lebih baik. Hidup di lingkungan yang jauh lebih layak minimal tidak macet, hunian asri dan modern, serta udara lebih sehat.
”Pemindahan IKN dapat menjadi momen memperbaiki kota yang lebih layak huni baik dari aspek tata kelola yang lebih hijau dan rapi, aspek pemanfaatan teknologi untuk semua sarana dan prasarana, aspek transportasi publik, dan layanan publik yang lebih manusiawi,: tutur Farida Dewi Maharani seperti dilansir dari Antara.
Menurut dia, pemindahan IKN dapat jadi salah satu solusi mengurai kemacetan Jakarta, mengatasi kepadatan penduduk di Jakarta, serta pemerataan ekonomi. Sehingga, tidak hanya terpusat di Jawa.
Menurut data yang diterbitkan oleh Badan Pusat Statistik (BPS) pada 2020-2022, jumlah penduduk di Jakarta sekitar 10 juta orang, sedangkan di Jawa Barat berjumlah 48 juta, Jawa Timur 40 juta, Jawa Tengah 36 juta, dan Banten 11 juta. Meskipun demikian, terdapat banyak orang yang berasal dari daerah-daerah seperti Depok, Bogor, Bekasi (Jawa Barat) dan Tangerang (Banten) yang melakukan aktivitas harian mereka di Jakarta.
Dengan ibu kota baru, sekitar 970 ribu ASN pusat (menurut data BKN per Juni 2022, belum termasuk anggota keluarga) akan pindah ke IKN. Sehingga, akan mengurangi kepadatan Jakarta.
”Apalagi ASN dipilih untuk diprioritaskan dipindah awal, ini tentu keistimewaan tersendiri, dengan catatan ada kejelasan proses pemindahan,” ujar Farida Dewi Maharani.
Dia memiliki harapan bahwa IKN dapat menerapkan konsep green economy serta menjadi kawasan pusat pemerintahan yang modern dan efisien dengan infrastruktur yang memadai dan sistem pemerintahan yang lebih baik. Perpindahan ibu kota tidak bisa dianggap sebagai solusi tunggal untuk mengatasi masalah-masalah yang dihadapi Indonesia.
”Banyak tantangan lain seperti ketimpangan ekonomi, kesenjangan sosial, dan masalah lingkungan. Perpindahan ibu kota harus diikuti upaya-upaya konkret untuk memperbaiki keadaan secara keseluruhan,” terang Farida Dewi Maharani.
Senada dengan Dewi, Kepala Bagian Tata Usaha Pusat Pengembangan Kepegawaian ASN dari Badan Kepegawaian Negara mengatakan, sangat setuju dengan perpindahan ibu kota karena dapat mengurangi kemacetan di DKI Jakarta dan memperlancar perekonomian. Antusiasme ASN untuk pindah ke IKN dapat diukur dari seberapa siap tempat baru tersebut, minimal untuk memenuhi kebutuhan dasar hidup. Dia menambahkan, sebaiknya diberikan tunjangan kinerja secara khusus dan tunjangan lain yang dapat menarik minat ASN.
”Tentu ASN banyak berharap agar kebutuhan dasar hidup terpenuhi, dan buat keluarga, tentu juga berharap untuk mendapatkan tempat hidup yang layak bagi keluarga mereka,” kata Dewi.
Menanggapi hal tersebut, Sekretaris Otorita Ibu Kota Nusantara (OIKN) Ahmad Jaka Santos Adiwijaya mengatakan, fasilitas pendukung untuk memenuhi kebutuhan dasar seperti pasar, sekolah, rumah sakit, dan lain-lain sudah direncanakan sejak awal dan akan siap seiring dengan perpindahan ASN.
”Sebagai contoh, rumah sakit bertaraf internasional rencananya hadir di Kawasan Inti Pusat Pemerintah (KIPP), kemudian kita juga akan bekerja sama dengan lembaga pendidikan untuk menyediakan fasilitas pendidikan yang baik,” ujar Ahmad Jaka Santos Adiwijaya.
Pemindahan tahap pertama ke IKN akan berlangsung pada 2024, dengan jumlah ASN, TNI, dan Polri, yang dipindahkan sebanyak 16.990 orang.
